PROBLEMS OF IMPLEMENTING A NEW SYSTEM OF GOVERNMENT PROGRAM MANAGEMENT AT THE MUNICIPAL LEVEL

Abstract.

The article presents the results of a study of the management system of state programs of the Russian Federation, defined by regulatory legal acts approved at the federal and regional levels. The effectiveness of managing the implementation of program activities directly affects the achievement of the planned strategic horizons of socio-economic development. The article describes the innovations in the government program management system. The author revealed the absence of scientific publications on the given topic, which determined the relevance of the conducted research and the conclusions drawn. The legislation explicitly provides for the interconnection of strategic planning documents at all levels, which include state and municipal programs, therefore, the introduction of a new program management system at the municipal level is only a matter of time. According to the results of the study, the main areas of activity of local executive authorities have been identified, that need to be addressed to restructure the municipal program management system. Furthermore, the author identified the key challenges associated with this transformation.
