THE ROLE OF TECHNOLOGY TRANSFER IN INCREASING INNOVATION ACTIVITY IN RUSSIAN REGIONS

Abstract.

This article analyzes the mechanisms and strategies of technology transfer as a key factor in increasing innovation activity in the regions of the Russian Federation. In the context of a dynamically changing global economy and increasing global competition, the effective use of scientific and technological potential is becoming a strategic priority for the country's sustainable development. The study showed that successful technology transfer in Russian regions requires a comprehensive approach, including the development of innovation infrastructure, incentives for private investment in R&D, and the creation of a favorable environment for startups. It was found that the most effective models are those based on the synergy of efforts between universities, research institutes, large businesses, and small innovative enterprises, with the active support of regional authorities. Ways to improve the effectiveness of this interaction are proposed, including the creation of unified digital platforms for technology exchange, the development of venture financing mechanisms at the regional level, and the development of specialized educational programs for training personnel in technology commercialization. Particular attention is paid to the need to unify regional approaches to stimulating technology transfer and integrating them into the federal innovation agenda.
