Abstract.

The article examines the challenges and threats faced by the Russian economic system in recent years. The authors draw attention to the need for state and regional authorities to effectively respond to these challenges to ensure the economic security of the country. The central element of ensuring economic security at all levels is financial and budgetary security, which ensures the stability and development of the financial system. The article also emphasizes the importance of monitoring and diagnosing the risks of the financial and budgetary system to prevent negative consequences. Particular attention is paid to the role of regions in the functioning of the financial system and the need to protect them from threats and risks. The article analyzes the relationship between the concepts of “challenge”, “threat” and “risk”, since there are different opinions on this issue in the literature. The authors propose different approaches to classifying threats and risks to the financial and budgetary security of the region. Various threat assessment techniques are presented. The article considers the indicative approach as an effective method for diagnosing threats to the security of the financial and budgetary sphere. The authors propose combining the indicative approach with the ranking method to compare the security level of different regions. For a more accurate assessment, it is proposed to use a one hundred point scale and adapt the ranking of regions to an indicative approach.
