Abstract.

The article reveals that the issues of financial aspects related to assessing the innovativeness of regional development have not been fully studied, which emphasizes the need for further research in this area. A retrospective analysis of the formation was carried out, and the prospects for its development in Russia were analyzed. It has been established that the national innovation system is an open and dynamic structure that promotes the creation, application and dissemination of innovations, as well as the interaction of various innovative elements and subjects of the innovation process. It has been established that the national innovation system correlates with the theory of long-term growth and includes three fundamental postulates: there is a mutual evolution between the structure and the knowledge infrastructure; the way in which institutions generate innovation is critical; country-specific interaction patterns reflect the socialization of innovation. A methodology for assessing the effectiveness of the implementation of a real regional innovation project has been proposed and tested. The problem of studying the system for assessing the innovative, which has not been previously studied, has been identified. A practical approach to assessing the level of innovativeness of a regional innovation system and the impact a specific innovation project on it is substantiated.
