Abstract.

The article identifies and analyzes the main reasons and problems that hinder the effective realization of the joint investment potential of China and Russia. It is shown that the investment potential of the two countries includes financial resources, mineral reserves, labor and research resources, the level of labor productivity, the tax burden, investment risks and the investment climate, as well as the geo‑economic situation. It is noted that, despite the enormous scale of the joint investment potential, it is not being used on a large scale or in an efficient manner. Among the main obstacles are macroeconomic instability, high interest rates and the cost of credit resources, a low level of GDP monetization, corruption, low labor productivity, a high tax burden, a shortage of qualified personnel, and institutional “ping‑pong” between the Ministry of Finance and the Bank of Russia. The reasons for Chinese investors’ dissatisfaction with the investment climate in Russia are examined separately: the instability of preferences, restrictions on the import of labor, insufficient availability of credit, the depreciation of the ruble, weak organization of economic interaction, and corruption. The conclusion is substantiated that China holds a dominant position in economic cooperation and that diversifying Russian exports is necessary to preserve economic sovereignty.
