Abstract.
The relevance of the study is due to the fact that in the context of increased sanctions pressure and the need to adapt the national economy to the new conditions of the external environment, import substitution has become one of the key areas of the state's economic policy, orienting industrial production towards increasing its stability and competitiveness. The search for tools to obtain reliable and reliable measurements of the results of reducing the dependence of the national economy on imports as a complex multidimensional phenomenon became the main idea of this study. The purpose of the study is to develop a single comprehensive indicator that combines the main components of the effectiveness of import substitution based on the theoretical justification of the principles of its construction, as well as the analysis and generalization of existing scientific approaches to such measurements. The study hypothesis suggests two key aspects: analytical review of existing concepts for measuring the results of import substitution processes at the mesoeconomics level; forecasting the directions for improving the current situation of the characteristics of the regional economic space based on the identification of promising sources of growth in the effectiveness of import substitution.The study was performed using methods of studying scientific literature, collecting and processing statistical data, tabular analysis, dynamic and comparative analysis of results, multi-criteria assessment, economic and mathematical modeling. The methodology was tested on the example of the Samara region - one of the flagships of the domestic export of mineral products, chemical products, vehicles, machinery and equipment. Key processes that restrain import substitution in this region were identified, and at the same time its positive trends were identified, confirming the effectiveness of import substitution and actively affecting the quality of the economic space. An integral indicator for assessing the effectiveness of import substitution in the Samara region over the past five years, which was near or borderline within the normal value, was calculated, but no upward trend was detected. The hypothesis that there is a direct relationship between the quality of the economic space and the effectiveness of import substitution has also been confirmed. The most preferable area of application of the developed methodology is the processes of import substitution in the context of increasing their effectiveness and the quality of the economic space of the region, as well as conducting a comparative analysis of the achieved levels of effectiveness of import substitution by different regions of the country. The developed methodology for assessing the effectiveness of import substitution has predictive capabilities regarding the development of these processes to ensure the attainability of target criteria for the effectiveness of import substitution. As part of the further study, it is planned to develop a comprehensive methodology for assessing the impact of import substitution on the quality of the economic space of the region and a methodology for monitoring and assessing the effectiveness of import substitution, which will allow you to quickly monitor changes in the economic space of the regions and make timely management decisions. Particular attention should be paid to the development of tools to stimulate import substitution, taking into account the specifics of various industries and regions.
