Abstract.

Investment policy is an integral part of the country's financial policy and, along with fiscal and monetary policies, plays a crucial role in the development of the national economy. Its transformation refers to changes in the structure and sources of investments, the scale and norms of investments, forms of investment, main investment objects, investment risk management models, etc., while maintaining the essence and basic functions of investments. The investment potential of a country is understood as the totality of all available financial and economic resources that can ensure stable and sustainable growth of the national economy. At the same time, investment potential is also the level of investment attractiveness of a country, which includes a set of objective conditions, factors and prerequisites for investment, both internal and external. Banking investment activity is becoming crucial for GDP growth. This is due to the fact that the system of commercial banks in Russia is both the main institutional accumulator and distributor of the country's investment resources. Another institutional system of accumulation and distribution of investment resources, which is the stock market, is still poorly developed in our country and today faces great problems and risks. Short money is more likely to circulate on the stock market, operations on it are mostly speculative in nature, rather than money being channeled from there into fixed assets, which ultimately contributes little to GDP growth.
