Abstract.
The relevance of the topic is due to the problems of choice associated with the need to comply with the Decrees of the Government of Russia on the termination of the purchase of foreign software in the context of economic sanctions and the support of domestic software manufacturers. The import substitution policy will ensure technological independence in the IT field and allow developers to reach a new level. The policy of import substitution announced by the state was a motivational factor for the development of new Russian operating systems. The article provides an overview of the market of Russian operating systems, the most promising from the standpoint of import substitution. Everywhere in public institutions, systematic work is underway to switch to operating systems based on the domestic Linux kernel. The criteria for choosing operating systems for their study were not only their effective operation, but also the level of information security and trust. The article discusses the most common operating systems that have valid certificates from the FSTEC and the FSB of Russia, as well as those registered in the Unified Register of Russian Programs: Astra Linux, Red OS, OSNOVA, Alter OS, ALT Linux and Elbrus. An important factor for a successful solution to the problem of import substitution is the participation of operating systems developers in fundamental research, as well as their activity in scientific development. The number of implemented innovative projects by OS development companies in the entire history and the dynamics of implemented projects over the past two years is given. The leading enterprise was noted in almost all selection parameters, the operating system of which was recognized as a priority.
