Abstract.
The problem of multilateral development of Russia's Arctic zone has received increased attention in recent years as state authorities seek ways to combat the negative consequences of the outflow and aging of the population and its natural attrition that prevailed after the collapse of the USSR. The Arctic zone is a complex multilayered territorial formation consisting of many spatially distributed elements, functioning and developing due to the mutual intertwining of numerous processes going on in them. The relevance of the research is due to the lack of integrity and completeness of the fundamental principles and practical mechanisms that ensure the integrated development of the territory of the Arctic zone. The rapid development of foreign countries' and national economies' strategic interest in the resources of the Arctic requires the improvement of organizational and managerial mechanisms of interaction between territorial and sectoral authorities, the maximum involvement of all stakeholders with a special emphasis on key groups of the local community for the sustainable development of the region. The article deals with the disclosure of the essence of the cluster approach to managing the integrated development of the territory of the Arctic zone of Russia, the justification of the underlying principles of cluster policy. It substantiates the conditions of application of the cluster approach, highlights the system of clustering effects and their contribution to the sectoral, regional development and development of economic entities of the Arctic zone.
